SENESCYT Cuenca vs Quito: Which Office Should You Use?

Appointment availability, wait times, and which location is better for your situation.

When you reach the appointment phase of SENESCYT registration, you'll need to choose which office to visit for your in-person document verification. For most American expats, the choice comes down to Cuenca or Quito. The two offices have different wait times, different levels of experience with US degrees, and different overall environments. Here's what you need to know to make the right choice.

The Cuenca Advantage

For American expats, Cuenca is almost always the better choice. Here's why:

Faster appointments. Cuenca's SENESCYT office typically has shorter wait times for appointment availability. While Quito appointments are often booked 2–3 weeks out, Cuenca slots usually open within 1–2 weeks. During quieter periods, you might get an appointment within a few days.

Expat experience. Cuenca is home to the largest American expat community in Ecuador. The SENESCYT office there has processed hundreds of US degree registrations and is familiar with American university naming conventions, degree types, and document formats. This matters more than you might think — an official who has seen a hundred US diplomas will spend less time questioning your documents than one who's mainly seen European or Latin American credentials.

Less chaotic. The Cuenca office handles a fraction of the volume that Quito does. That means shorter lines, less waiting around, and a generally more relaxed experience. Your appointment is more likely to start on time, and the staff aren't rushing through your case to get to the next person.

Proxy-friendly. Because the Cuenca office regularly handles expat cases, they're very comfortable with proxy appointments. If you're sending someone on your behalf (a common approach for applicants still in the US), the Cuenca staff won't bat an eye. They know the process for proxy verification and handle it smoothly.

Better expat infrastructure. If you or your proxy need to visit Cuenca for the appointment, the city's expat infrastructure makes logistics easier. English is more commonly spoken in the areas around the SENESCYT office, transportation is straightforward, and there are plenty of services catering to English speakers if you need additional help.

When Quito Makes Sense

Despite Cuenca's advantages, there are legitimate reasons to use the Quito office:

You live in Quito. If you're already based in Quito, the convenience factor is real. Traveling to Cuenca for a 15–30 minute appointment doesn't make sense when there's an office in your city. The extra week of wait time is usually less hassle than a flight or an 8-hour bus ride.

You have a complex or unusual case. Quito is the main SENESCYT office and handles a wider variety of international cases. If your degree is from a less common institution, if you have an unusual degree type, or if your case involves special circumstances, Quito may have more experience with edge cases simply because they process more volume and variety.

Your proxy is in Quito. If the person attending the appointment on your behalf lives in or near Quito, don't ask them to travel to Cuenca. The process is the same at both offices.

How to Book Your Appointment

You don't contact the SENESCYT offices directly to book an appointment. The process is built into the online submission system:

  • Complete your online submission first. Upload all required documents through the SIAU portal. Your application must be submitted and accepted before you can book an appointment.
  • The system prompts you to select an office. After your online submission is processed, SENESCYT's system will prompt you to choose a verification office location and appointment time.
  • Choose the earliest available date. When the office selection screen appears, you'll see available appointment slots for each location. Pick the earliest date that works for you (or your proxy). Cuenca will almost always show earlier availability.

Tip: Check the appointment availability for both offices before committing. If Cuenca shows a date that's two weeks earlier than Quito, that's two weeks saved on your total timeline. Even if you need to arrange travel or a proxy in Cuenca, the time savings often justify it.

What to Bring to Your Appointment

Regardless of which office you choose, you'll need the same documents:

If attending in person:

  • Original apostilled diploma (the physical document, not a copy)
  • Valid passport or cédula
  • Appointment confirmation (printed or on your phone)

If a proxy is attending on your behalf:

  • Original apostilled diploma
  • Notarized power of attorney authorizing the proxy to act on your behalf
  • Proxy's valid ID (cédula or passport)
  • Copy of your passport
  • Appointment confirmation

What Happens During the Appointment

The appointment itself is straightforward and typically takes 15–30 minutes:

  • Check in. Arrive at the office and present your appointment confirmation at the reception desk. You (or your proxy) will be directed to a waiting area.
  • Document examination. A SENESCYT official examines your original apostilled diploma. They're checking that it matches the scans you uploaded online, that the apostille is legitimate, and that the diploma appears authentic.
  • Verification against uploaded scans. The official compares the physical diploma and apostille against the digital copies in your SENESCYT file. They're looking for consistency — same names, same dates, same seals.
  • Questions (sometimes). The official may ask a few questions about your degree, the university, or your reason for registering. These are typically brief and straightforward. If a proxy is attending, they should have basic knowledge of your degree program and university.
  • Done. Once the verification is complete, you're finished. There's no additional paperwork at this stage. Your case moves to the analyst review phase, and you'll receive updates through the SIAU portal.

That's it. The appointment is the simplest part of the entire SENESCYT process. The hard work is in the document preparation and the wait for analyst review that follows.

What About Guayaquil?

SENESCYT also has an office in Guayaquil. It's a valid option if you or your proxy are based on the coast, but we generally don't recommend it for American expat cases. The Guayaquil office has less experience with US degrees compared to Cuenca, and appointment availability tends to be similar to Quito. If you're on the coast, it works fine — but if you have flexibility, Cuenca remains the best choice for American degree holders.

For most American expats: choose Cuenca. Faster appointments, more experience with US degrees, and a smoother process overall. If you're in Quito and the convenience factor matters, Quito is perfectly fine — just expect a slightly longer wait for your appointment slot.
